Isar Tower use top of the line events and design.
Isar Tower used to use a "Horse Projectile Box" which is a large generator (seen below). It creates and explodes horse rays, which generate "blotts". These blotts are then used by everything electronic. For example, a lamp will use 3 blotts every 5100 milliseconds on relay. If the blotts run out, there is a blackout. The generator is capable of producing 1100 blotts per minute, 66000 blotts an hour (in other words, smashs 66000 horse ray projectiles an hour). This is all constructed using the Variable Events mod.

oh, simple
it probably has a variable of blotts, then when you turn on a light it decreases it, on the relay loop it probably checks the varaible to make sure there's still power left, then when turned off it cancels the relay and adds power to it
otherwise it's annoying and uses horserays to incriment the variable, and on relay decreases it

Do you think you could make a quick tutorial on how to do it?

...
why does everybody need a tutorial these days for simple concepts? can't you figure it out yourself?
otherwise get up a server and i'll do it for you, an example
