Weird dark circle around me. HELP!

i dont know if this has happend to anyone else but for my sometimes there is a weird very dark blue circle around me and moves as i do. its very annoying cause it makes building hard. does anyone know anything about this? can anyone help me?

To make this clearer this is on my server (though it is on internet otherwise some events dont work) and i dont have the ion cannon. this first happened when i started using the Raygun. please tell me how i can post an image so i can show u
