Changing your ways out of fear is not the same as changing on the inside.
If a thief got caught for stealing he wouldn't do it again so long as people are looking. When no one is looking the thief will steal again.

Because nobody just changes on the inside because of fear. Not like it should mean anything to you anyway because the outward attitude is all that matters here.
