If by reincarnation you mean some of our cells after we are deceased are somehow incorporated into a female's egg or is coincidentally in the food a pregnant woman may consume which would then provide energy for the fetus and technically a part of us would be part of him/her...then I guess?
I mean, we're just a formation of living cells complex enough to percieve life through our senses. Our brain interprets all information it recieves from all receptors. That doesn't necessarily mean we have a 'soul' or some magical animata that enables us to live and decides who we are. DNA ultimately decides that. Have we only considered ourselves to have souls? What about mammals? Yes, maybe whales have souls and feel compassion and greed and lust (lol) etc. What about a fly? A what? Yes a fly. Hmm...well, it's so insignificant we never considered that. Micro-organisms? Yes, they're alive too. But do they have souls? Are they judged and sent to Hell or Heaven? So, some things have souls and other creatures don't? Where's the logic in that? Even if you believe in spirituality, its roots come down to morals and our own beliefs and values.
Our perception, rather misinterpretation of what we process as 'life' is not to live up to your dreams. It's not to fulfill anything. It's merely to survive, by reproduction as blaman pointed out, and we are constantly being distracted by other things. We see life more as anything 'alive' and in order to be an ideal person who contributes to society. That's rubbish. Whether or not this is true, I don't believe in either a God(s), or no God(s). It's simply something that's beyond our comprehension, and something that we are not (yet) capable of recognizing. It's the blunt truth.
Remember, God created us, but we created God. Think about it. (Hint - God is our reason for our 'existence,' which we cannot fully explain)
