I registered in '07 Im from the beginning of v8 around when it first came out good time's cant believe all the add-ons from the old forums are gone I was sad when the v8 to v9 change happened everything changed.

The pic says "You must be new here" which this time refer to the forums. Because of the fact that we are on the forums at the moment, and the text says "here" and not Blockland. So Burt is not implying that he is a newbie or new to Blockland, only that his profile is revealing that he's new on the forums.
