A save/load system for server welcome messages.

I just don't like people getting the wrong idea that the server is what the server used to be by entering while I'm typing the welcome message. I just want a save/load system for welcome messages so it can be done a lot quicker.

i've wanted this for awhile. i havent made it for whatever reason though.
