Making Brick's looking like Glowing?

I don't know if this here is the right section for it, but i can't find any other.
Well, At first i watched this video here:

At 0:35 There are Brick's that look like Glowing. I actually tried it:
Made the same thingy like in the video, put Light on it, but failure. It just doesn't looks like glowing.

Someone know how to make it? It would be very interesting.

I believe the glow effect is made with the "special" sprays such as glow, chrome etc. The last tab in your spray can.

Correct me if i'm wrong
