i suggested cover based battles, because a major issue in close range fighting for me is that people just jump around and crouch a lot.

And with cover based battles, you stand still and do your best to exploit the exposed bounding box.
Protips:
Jumping? This shouldn't be a problem because then their movement becomes HIGHLY predicable.
Crouching? This should only be a problem in rockets and snipers.
