They are in whiterun.
Man 2:
Standing on the staircase landing leading to Dragonsreach and looking out over the city of Whiterun, you'll see a large oval-shaped building on the outskirts of town, the mead hall Jorrvaskr. This is the home of the Companions. Go inside and ask about joining, and you'll be directed to a man called Kodlak. Talk to him to join the Companions.
Extrude:
Does Skyrim have good optimization / does it cause any lag when new parts of the map load?
I could run both Fallouts at max but I had an issue with loading FPS drops.

I have never seen it load like that.
I'm pretty sure all of Skyrim is loaded at once, minus entities such as npcs and possibly buildings and stuff.
