I do wish that the DB assassination quests had more to them. I liked in oblivion where you could kill a person several ways.

I was doing some stuff for the College of Winterhold and got a staff from some guy. I was on my way out of the Labyrinthian when some guy confronted me. Naturally, I ran away and crouched in a corner. I sneaked back into the room and tried to get behind him but his AI changed to that of a shop keeper or something and kept chasing me around a pole saying, "Can I help you?" Eventually I stabbed him in the back.

Eh.
Oblivion came out in 2006.
Fallout 3 came out in 2008.
Skyrim came out in 2011.
11 - 8 = 3
Also, from several interviews with Todd, he says that they had been working on Skyrim before Fallout 3.
So yeah.

when he says working he mostly means planning, which is a very large and time consuming part of game development.
