Is there a free program (not Switch) that allows me to convert mp3s to a small-sized, high-quality ogg?

Nero Wave Editor works, but it causes BL to crash, and the oggs are pretty low quality.

It's basic maths to leave gaps before sums
not like 2 + 2 = 4 because then it means that "not like 2 + 2" is 4. Rather than 2X2.
Yours looked as if you mean if you have no winrar then you are winrar.
