Impossible in every single way.
Even Pentium 4 is very very old architecture and is severely outdated. An old 3GHz Pentium 4 is about equivalent to a modern day 1.4GHz single core, and Pentium 4 was a big step up from Pentium 3. Not to mention the GPU bottlenecking, RAM limitations and the fact that there's 4 better cores on the quad core.
You are either really loving handicapped, or have no idea how to tell computer performance.

I bet the only evidence you have is that it starts up faster. Fact of the matter is, it isn't possible. Unless your quad core is melted through constant overheating, but then it probably wouldn't work at all.

Anyway;

This sparked my interest into what kind of cheap computer you can get.

Link 6 - This one is amazing for the price if the specs are correct however I doubt this given the physical appearance of the system and their description, 'working computer'. Unless it has been upgraded.

I'd like to, or even a building service, but am a bit occupied right now with a certificate in creative technologies that takes up a good 5 days a week.

You can't consider a fresh slow computer to actually be faster than a corrupted good computer.

I have a old Compaq Presario.
Specs are:
Intel Celeron 2.7 GHz
256MB (Stock)  PC2100 DDR + 512MB (Added) PC2100 DDR
40GB HDD
CD/DVD Drive (Originally CD)
Inegrated AC'97 Audio
Intel Extreme Graphics with 64MB of Shared Memory
WinXP Professional SP3

And I can't upgrade the graphics card, it doesn't have a AGP expansion slot. ;.;

Yeah, it's kind of broken. Thanks to my stupid other brother, it had about 183 trojans on it.
Also, he downloads a lot of trash on that computer, which doesn't only take 98% of all the possible space, but also makes it slow as hell. I also believe it's overheating, because every time that computer is on, I can hear it from upstairs. By that, I mean it makes a LOUD noise.

If that's his outlook, and he in fact is a computer technician, that's about right.
Most computer technicians don't know what they are talking about. Sorry, but it's true. (Note, I'm talking about people that have companies that fix peoples computers and sell refurbished/hand built stuffmachines, a lot of them have average to good knowledge but just tell people what they want to hear/what the technician wants to happen for more money because they are respected in a sense)
