The plan for v20

If the application(launcher) has no console, then how are we able to use server-sided commands? for example: I start a dedicated Server then i can't use server-sided commands on my Blockland.exe(not the launcher) in my Server.
Sorry if i understand it wrong, english is not my best way to talk.
