Altair never died, he was in the safety of a saferoom, forgetnuggets. The post is canon no matter what, especially if he was half dead anyway, he'd die after he called in the nuke and headshotted them both.

Thug City was destroyed, minus the underground. Everyone above ground was either radiated or dead.
