I just remembered something.
There are Proving Grounds not too far from my house. I think it's them. They usually set off something that's pretty much a huge frikken flare. I call it a substar.
The Proving Grounds are pretty annoying. One time they kept making a "bloop" noise while everyone was trying to sleep.
