Step one: Find old desktop computer (2004 or later) that you're willing to gut. (Should also have a monitor and accessories)
Step two: Remove everything except the optical drive/disk reader.
Step Three: Install new Parts.
Step Four: Refurbished computer complete

You'll need an OS though.

for a video card made in 2000 i'd say that's good

monitor refresh rate is the speed at which frames change on your screen, the higher it is, the faster you can play a game without speed lag(moving TOO fast), the lower, the slower.

yeah that's what vsync is for
lower FPS doesn't mean stuff to your refresh rate

FPS stands for Frames Per Second. 20 fps updates 20 times per second. Perfectly smooth movements are at 60 fps, and movies run at 30 fps. Blow yourself up.

60 fps on a crappy intel integrated GPU. computer's worth $75.
