It's illegal for websites in the US to collect information from kids under 13 without a parents signature. I get mail every once and while from parents who send in their signature for their kids to use the RTB forums. We're strict about the law because there's hell to pay if you don't follow it.

Right, it's technically not him that's breaking the law, but he is an accomplice to the crime. He's knowingly circumventing the law, that's all. So what he's doing is still "illegal of him", but the crime is Badspot's. But yeah, I kind of mis-spoke with the way I said that stuff, so go ahead and laugh. :*(

Depending on your forum software, it can handle it for you. I know phpbb does it automatically, just remember to put your address and/or fax number in where it tells you to so the users know where to send it.

If someone lies about their age, you haven't committed a crime. Its kind of a slippery slope. You can run a forum fine, and allow people under 13 to join, without consent from their parents, as long as you don't know they are under 13. But if they slip up somewhere and break their cover, you either need to get a form from their parents or delete their account.

Also, you can't encourage people to lie about their age.

Yeah, its kind of dumb. There isn't really a real way to enforce it, unless someone actually gives you their age.
