if you want to prevent hoppers going under your chests, just put a lockable block under it, like a furnace, and lock it with a sign.

Why bother being on a server if you're going to live alone and never interact with anyone? That's why we wanted to lend a little encouragement for players to work with each other and trade and all that stuff. It's what makes a server fun, and it's why I get so sad when nobody's online. The best times I've ever had on this server is when it's full of people and everyone is trading, building, fighting, exploring, and having a good time. I just wanted to foster that kind of environment on the server. To do this I've consistently opened polls through the years to player input, I've listened to you guys and heard what you want. But this time, I'm not prepared to make a change so fast.
I really think encouraging coop so encourage coop by making it either to trust one-another, please. and offer benefits for working together is the best way to bring people together, and if you'd like to look at it as an obligation to avoid being griefed, so be it. Take a look at the big picture and decide if that's how you want to look on what we've got here. This place has got the potential to be an amazing server, and I've seen it get there in the past. I want to work together with you guys, the players, to make it great. All I want is you guys to have a great server experience, so do me one favor and consider the ups and downs of keeping this whole "established towns" policy a thing.

i hope we can get established.
we have a fountain, 4 houses, 3+ residents, and a tree! (and community board)

And I'm giving people a reason to stick around spawn by encouraging them to establish towns and work together. And for the record, spawn is established as a town and it's not permissible to grief the spawn area.
Your logic is extremely flawed. The more people strike out on their own and divide into individual houses scattered to all ends of the world, the easier it is for griefers to loot and steal and make you frustrated.
The most reliable way of stopping the griefers is to get over your anti-social, introverted behavior and work with other people or help me bring more people on to the server so it's not an issue.

I'm enforcing the grief rule to its full extent by not reimbursing ayx and fire. Read the rules. The rule is effective, by the way. When their house was looted, they were all alone. Since the attack, other players on the server have helped them rebuild, and they've established a town with all the required elements. The area is now fully protected against griefing and looting attacks. Wasn't that easy?
