I need some help with starting a City RP
Can somebody tell me how to start one?
Or you can ask me to start my server then you can help me on my server

He probably did not download anything, and thinks that you can start one normally.

Go to RTB and download the CityRPG add-ons there. And if you can get a hold of Iban's, you can use that too.
