Downloading 100-998 files on every server

Just about every server i go to, i have to download 100-998 files
is it re-downloading files?
I dont know if this is a glitch or something, but it's annoying.

I think this is normal. Eventually it stops though.

For ever server? Can't be that many add ons even made.

Not addons
Files in addons.
Or chunks of files from addons.
But definitely not addons.
