I've gone to servers randomly and asked if people could see my custom face, and they could. I don't know, but could people see this without downloading?

Because it is allowed through each server meaning they don't need to own that specific decal or face. That's the only thing I think is #3 in Blockland as top best. Anyways, this shirt is awesome.

And I don't understand the purpose of getting such decals with text on them, it's stupid in my opinion.

No. Only people with the decal downloaded can see it.

No it isn't because it would take an immense amount of data to store EVERYONES decal on the server. its been like this since V7.
