So have watched the first couple episodes of One Piece.

It's alright.  The animation is funny, but somewhat ridiculous.  The show seems to be too silly.  Does it get more serious as the series progress'?

Considering that Railgun s2 will most likely introduce some very key figures for what Index 3 will cover, I'm almost positive we'll see Index 3 eventually.

Yes, but unless s2 of Railgun is purely original stuff, it'll introduce/go more in depth with things like the other Misaka sisters. They play a role in what Index 3 will most likely cover. Index isn't just limited to that magic side of the story.
