i'd have to disagree with that, when me, icygamma, and some other misc people were building Peggling city, we had quite decent mini-roleplays.
nothing server-wide, just little interesting bouts of entertainment.
I had a great time building the city with him, and the question of him contributing really pertains the the player individually, as some people liked and used what he made, while others did not. The read was, however, interesting, but a bit badly written compared to well any modern day book. I did, however, skim through sections taht did not interest me. One problem is that he did put a lot of dirt on people throughout the whole book.
