Not letting me spawn physics vehicles

hey guys im trying to spawn physics vehicles but it keeps saying this server is limited to 0 physics vehicles. ):
The Corporation:
When starting a server, go to advanced settings, and set the vehicle limit to 20.
Don't try to go over it, that's the limit for BL, if it were possible to go higher, your PC would have complications.

I did and i wanted to work on a creation to post ): and i had it set to single player so only i could build and it dident let me

i did and when i go to single player, Lan, internet it stills says "this server is limited to 0 physics vehicles" ):
