Serebii listed scraggy's locations as route 4 and desert resort. There are 2 desert resort areas, one with scraggy and one without. :( |

If you're playing Black2/White2, then apparantely Scraggy can only be gained from the Entrance area of Desert Resort. Or you can get N's Scraggy via Memory-Link. |
