I think I'll go with Scoliopede as my speedpasser, even though it's weak to fire it's fast as hell and has Earthquake, I think it'll be fine

Yeah, that's what I had on my original Aegislash, I was just playing around with this moveset and trying to see if Weakness Policy was good enough on its own so I could free up a slot (it's not)

Should I ev train my speed boost blaziken in speed or is the ablility good enough to make a significant difference on it's own?

It's up to you entirely. There's nothing that really stands out to make it seem "better" than the other, it's purely preference as to the little things you get in each.
