why would you do that when you can use a Pokemon that knows Thief?

This. It saves money and makes less work.

I got a shiny poliwrath and taught it some moves
it's got waterfall, poison jab, rock tomb, and brick break (I'll replace it with something cool later)
Mostly tm moves but poliwrath has a tiny move pool
