Technically Ariados could do it. Although it doesn't have spore or anything.
It does have access to Baton Pass, Agility, and Sticky Web though.

ariados gets smashed by the current meta unfortunately.
sticky webs are cool and all, and smeargle and galvantula are the only people that really could do it well, so it's up to you.

Oh I know that, it was just an option if he wanted to keep all of those moves.

Slowing the other team was mainly to help my Kingdra who would have 100% crit chance. A STAB crit Draco Meteor seems like something I would want, and if I could get it to attack first all the time, it would be wonderful.
