yes, but it really depends on the situation. I carry brick break on two of my teams just to smash klefki and meowstic's walls. if you plan on swampert being a support guy, then carry it. if you want more damage -- like an aggron or tyranitar smasher, go for hammer arm, your speed really does not matter.
