I did some math and Im p sure bullet punch with technician scizor does like 80 base power .-.

technician boost moves under 60 power by 50%. also stab boost moves by 50%. So it would be 120 base.

it is physically impossible to move a pokemon from gen 1 or 2 to gen 3 or any of the later games, because all the pokemon data runs off a different system than in gen 1 or 2. HOWEVER, if your friend got said pinsir in firered/leafgreen, then it is legit.
