well no, freedom of speech is just the ability to speak out against government in any way you want I don't think this has anything to do with that. And I believe the bills are aimed at ridding any ability to download copyrighted materials, and get rid of things like piracy. There's a lot of problems with it and I don't agree with it either, but it seemed like you had a little misinformation. I could be wrong though
