The only person on these forums with a lower ping is Kalphiter, I believe, because he lives close to one of those things where all the internet traffic gets routed or whatever.

when i was at a hotel in florida i had 0.04 down and 0.01 up..
the problem was that i was there for a dell conference that my dad had to do stuff at and just about every room was full of people sucking bandwidth.

No, he knows nothing.
The download rate would be affected before the ping was if he was "downloading something".
When the download rate runs out of effective bandwidth to ping the test, then the ping goes up.
Ping in this case is really his distance to the server. 40 is about normal for about 500km in all directions, depending on wiring.
