How do I get a game that's on steam that I own to be on steam?

To answer your second question, yes, you can buy games with your Steam Wallet. It's there so you don't always have to enter credit card info and such.

I'd like to know more about adding Steam Games as well, I have GTA SA and even though it is on Steam, it shows up as a Non-Steam game. I think it's because the versions of the .exes are different.

Games not purchased directly from Steam must be activated using a Steam Key or product code (Games -> Activate a Product on Steam...) which, if there was one, would have been included with the game.

Some games don't work though, such as Modern Warfare 1.

Amnesia can be bought on CD from a store or over Steam. The two versions are set up differently, the main difference being that one is specifically set up for Steam. You can not simply make the game into a Steam version. This applies too other games on Steam you might have bought elsewhere. In recent times, games have been built with Steam in mind, to the point you'd get a Steam code for it from the CD. But older games won't have this feature, and as such will never be Steam games in the same sense. You will have to buy a Steam version over Steam for this.
