T+T2 Weapon not working (Even on new computer)

On my old computer i downloaded T+T2 and it didn't work, but i was able to fix it so i could use most of the guns. But when i got a new computer (2 months old) and downloaded T+T2 on it, it still does not work! The entire package wont even show up in the addons menu unless i extract it (which i don't think i am supposed to do) and when i do extract it, none of the skins work, they wont shoot. Does anyone know a solution to this problem? Because this computer is up to date and is able to handle this kind of stuff.

You need to enable the default gun and Rocket Launcher in order for T+T to work. That's step 1 here.

oh yeah
which requires both the emote and some sort of TF2 knife i think
