Stalling when trying to load; how do I toggle the 'light-blue' loading bar?

Hello.
Almost every server I join stalls while downloading a particular addon. I know that the problem is related to my DSL, and unfortunately there really isn't much I can do about it.
I've noticed however that, on rare occasions, the main blue loading bar is accompanied by a light-blue transparent bar that, albeit downloading resources much more slowly, ALWAYS downloads the resources. Sometimes this happens on the same server I tried to join earlier.
My question is; is there a way to toggle this slower loading method? Or is it really just a random occurrence?

This. The light blue bar shows for larger files, it's still downloading at the same speed.
This will happen more often if you download music and sounds, so make sure those are turned off in the Network tab of the Options menu.

I can stick around at some servers for a half hour with no visible progress, but upon rejoining, the resources (might) download with the secondary bar present, and fairly quickly. In addition, small resources (ones that take less than a second to download) still use this bar when I rejoin.
Also, servers stall even if I tell Blockland to only download the essentials; it doesn't make too much of a difference. I have realized that changing some network settings will trigger Blockland to use the light-blue loading bar, but it doesn't always work, and when it does, the way I toggled it isn't consistent.

Like you said, it's probably you're internet connection. Get a new router.
