Anyone will be able to use the chests.
The reason they're being added is so you don't have to leave items on the floor which causes two problems:
-To take just the copper that a friend/ally left there, you also have to pick up everything else in the pile.
-They will be deleted if the server closes.

If you die do you still respawn with no gear whatsoever? Because that causes a lot of players to give up.

Having to respawn with no equipment whatsoever is the very opposite of fun especially since theres almost no way to get it back unless you died near the spawn.

When you die you should only loose the items in your item slots and the clothes/armor/stuff you are wearing.
