i think the mods keep mawty around as comedic relief. look at him as our jar jar binks. handicapped, incapable of living unaided, unlovable, and annoying, but he's comedic relief..... i guess...
Jar jar binks is very smart (hence colored wires) and lovable (from luke and other small robot) and he can easily live because he is a robot..
