I would host, but my internet is crap, I can only hold about 10 people without lag. 20 is possible, but tends to lag with high CPU intensive scripts. You could always put out a help thread looking for a hoster, or rent a dedicated server.

No stepping down from the role? I mean you could just be a bad mayor and get voted out but will the option be there? Also I can't wait for this since I am sad (and secretly power hungry) one of my favourite types of games are political simulators. Hope it works out well.

This feature has so many possibilities; and the rewards are endless.
It provides plenty of issues to campaign over (job development, police investment, taxation, corruption) and it provides players with a feeling of equality, and power over their communal development.
If you want Iban, I'd love to build town hall.
If you don't want a town hall, then my first goal as mayor is to build one for future predecessors.
That brings me to another question I've been meaning to ask...
Will mayoral properties (Mayoral mansion/Town hall) be transferred to the next mayor's ownership upon completed election?
Or will there be no such thing as mayoral properties? After all, mayors can just steal out of the city coffers and make their own, nontransferable lots.

So pretty much the only people who get to use this are the people that help code it r whoever they think is worthy of it.
