For the most part. While criminals have the following a. Money received from robbing/murdering b. Fame from killing an infamous mayor No other incentives really. After all, they have to pay for their weapons, and they have to escape the cops. |

The crime system is more refined, so it's a lot harder, and a lot more difficult to initiate a murder or some heinous crime. It's not like the CityRPG you're used to, where you can just hop into a weapon store and initiate Flash Mob. Being a criminal is hard, and the consequences are crucial. |
