Server sounds are missing.

I'm not sure if this is everywhere but my server sounds are gone.

I don't hear anything when someone joins or leave the server and i don't hear anything when someone is banned or when bricks are cleared.

OKay now I realized it's random.

Sometimes it plays a sound and sometimes it doesn't. How do I fix this?
