"full bars" is referring to the first two parts of the chain.
He is referring to the third and fourth part.

As a general rule, Dells are awful computers. I wouldn't accept one if they offered me a free one. Regardless, if you're running Vista or 7 go do a gaming benchmark test (I'm sure you can google how, I'm on linux right now) and tell us what score you get. It takes about 5 minutes and it's default with windows.
