I just got steam recently and i was wondering if your a free user can other people add you? I've looked around for a bit before making this i found nothing related or they were unsure.

Iirc, you need to buy a game to add friends, or to be added.

You need to have a store purchase to add friends, but not visa versa.

You can be added by others, but you can't add others yourself.
