Quite frankly no.
I am a local of a 3rd world country called the Philippines.
I just acquired my verbal skills through a process of watching child incomprehensible cartoons when I was 2.
I remember watching Duckman, Animaniacs, and Dilbert, but the memories are so faint I can barely recall any scenes.
