how to get hldj to work

I converted everything, everything is in the right folders, no errors when loaded, when I do join a server that allows micspam, nothing happens
I do the whole la thing and the press the button to play but nothing comes out of the voicechat
help?

I returned to test and they were still at it

What I used to do... idk if it still works though, is join an offline game, and type:
sv use_steam_voice 0
sv allow_voice_from_file 1
then go out of the offline and join that server. Btw, what's the server ip? cause I haven't seen any HLDJ enabled servers in a long time.
EDIT: also, make sure you type the "la" then type the number for the file.

well I'm not on tf2 and I don't feel like starting it up again so
all I remember is it's a saxton hale server with someone named Mark in it
