This is a cool idea, makes me wanna make my own. Only thing is I don't like the mass use of the grass emitter. Built grass looks better IMO anyway.
Also, you should consider adding all the pictures to the OP.

How to build grass w/o using pole bricks?

i mean it is bound to get messedup by all that debris and stuff
i guess by covering it with black and asphalt

Wedge ramps/ plates. Works fine.

i have to say, the grass emitter looks sub-par.
i bet you've got some 'ol NWB tricks for rolling hills- why not try some of those?
also, weeds- spice up the boring streets and sidewalks with some patches of green studs- very realistic if you've ever been to a run-down place.
