Server not showing up on Server Lists

Whenever i set up a server, nobody joins.
I have got a port, set it right, turned off firewall,
BUT NOTHING

The error is "BL Server not on Master Listing"

Can somebody solve why its doing this?

Try typing webcom_postserver(); in console.

Try typing webcom_postserver(); in console.

I typed it in:
webcom_postserver();
Posting to master server
Posting to rtb server
Posting to master failed. Reason: Verison too old
