Help me remember the name of a game

there's a factory polluting the ocean and you're a scuba diver and you have to go around collecting starfish(?) with a bubble gun and other stuff until you get to the end

the ending sequence had like a rainbow the came out of a pot of gold or something and the rainbow had different lengths depending on how well you did or something

and every time you completed a play through there was this ship you could access during the game that had various treasures that you've collected and new rooms would open up each time

so yeah... help
