The city should be more than just a city. It's architecture and designs should focus on the fact that there will be shadows, and put emphasis on them.

• Like what Freeze suggested, a statue (a good one that is) of a Blockhead. The shadow will look fantastic.
• Buildings with alleyways between them. The shadows will go over them, making them appear dark.
• Streets with about one-plate high sidewalks
• Streets with traffic lights, fire hydrants, streetlights etc. Just lots of props, but not too many.

Things like that, that will have very pleasing effects with the shadows.
