Blender Doesn't Export to .dts

I ran the windowsinstallscript.js from the folder I downloaded from Blockland.us and when I go to export in blender it doesn't have a .dts option.

you're not using 2.49b or lower

Or he had a version of Blender already installed which messes with the "windowsinstallscript.js".
