They all respawn within like 5-10 seconds actually. The problem is for some reason you have to be the first to hit it AND do over 50% damage to it in order to get credit. So if there's 10 people attacking it every time no one will get 50% of the damage done and no one will ever complete the quest. I understand it's like an anti mob tagging thing so people don't tag and let others kill stuff for them for fast XP but it is a big problem in situations like that. Another situation I can think of that would make it annoying is if someone with high DPS griefs you on purpose by 1 shotting your mobs you tagged so you get no credit.
